Proposal Submission Guidelines
Projects should contain a description of the product to be evaluated the approach on how the evaluation will be conducted and an outline of the process required. Projects should show the value of the geographically dispersed DICE test bed and the value of the technology being evaluated to find, move, and visualize data that require large data sets. Organizations considered eligible for a project grant are from the high performance computing community including 1) vendors or industry, 2) government agencies (federal or state), 3) academic institutions or organizations associated with universities, and 4) collaborations that are made up of these organizations. There shall be no conflict of interest between the project evaluators (i.e. Avetec employees or DICE advisors) and their obligations to any other organization that is involved in the operations of the DICE test bed. The performance goals of the proposed project and expected results should be identified. Projects that have stated measurable performance goals will be given more weight during evaluation. Projects that clearly identify how the researched and evaluation in a DICE environment are advantageous are weighted over those that are not able to delineate these benefits. The DICE Program plans to make a significant contribution to increasing both the quantity of students choosing to enter HPC careers and the quality of the work experience they have, while still in school. For that reason, we are requesting that all organizations submitting projects for DICE include an internship, coop or other creative workforce development component as a part of their project proposal. Projects that identify a workforce development component are weighted over those that are not able to contribute. A tentative timeline for the project evaluation needs to provide for the planning, installation and setup, the check out, evaluation and report phase of the project. The timeline is used for project evaluation and ranking and can be revised by mutual agreement between the Avetec DICE team and the project submitter. During project evaluation and ranking the Avetec DICE team will consider and evaluate the provided time line for practicality and achievability. When anticipating a project start date, allow for approximately 1 month from the time of the proposal submission to provide adequate time for evaluation and approval from both DICE boards. The project schedule may exceed one year in length; however, funding beyond one year is not assured. To be able to achieve one of the program’s main goals projects can be proposed in a phased arrangement. The first phase should be proposed such that it can result in a white paper, demonstration, or a suitable topic for a panel discussion that can be presented at a future HPC conference or symposium, such as the annual international Super Computing conference.
